So was Paul Helliwell the owner of The Bank of Indochina?

The more I look at this the more I`m realizing a correlation between SP`s Berkeley line and Pacific Electric as a whole. PE basically served as Catellus serves the SP nowadays. Meaning the land was worth more than the railroad. Huntington and company cut those lines in such a way so that the various municipalities would have to pay them later to cut roads.
Think Shattuck Avenue or Santa Monica Boulevard or the Sunset Cut and Junction. I`m walking around BH looking at San Vicente and Santa Monica Blvd. all former PE ROWs.

Mr. Spencer has been in charge of the terminal project since 2006. The cost of that project has gone from $34million to over $100 million. According to a June 24 article, Mr. Spencer receives 10 percent of the contract.

I would have thought that Mr. Morris would have accepted the Grand Jury report and done everything to fix the problems found by the panel. Instead he is attacking the Grand Jury report, and spending more hard-earned taxpayer dollars to defend Mr. Spencer.

Mr. Morris should ask for an audit as soon as possible to see what other taxpayer dollars Mr. Spencer has received and why the terminal project is so over budget. Mr. Morris and Mr. Donald Rogers should order a complete audit and freeze Mr. Spencer's accounts. Then Mr. Morris and Mr. Rogers should resign from the SBIAA.

Mr. Morris has given the San Bernardino airport a black eye. He has spent 150 million taxpayer dollars on a passenger terminal with no major airline. San Bernardino will be able to put the airport terminal right up there with the road and bridge to nowhere that was built years ago.

Finally some movement on the San Bernardino airport investigation as the FBI conducted a series of raids aimed 'interestingly enough,' at Millionaire. Already a series of city connected bloggers have begun to throw smoke screens over the entire investigation calling it politically motivated and suggesting that this is some kind of witch hunt. If 'and this is a big if,' the investigation proceeds as a fact finding mission, there are a number of very telling details that could rock not only the city but county government to the core. Many of the indictments connected with the search remain sealed and it is particularly important to note the search of not only the offices of several businesses connected with the project but a hanger and several warehouses.

Much, much more detail on this operation will be added in the next day or so. Detailed background information to give an idea of the sort of chicanery that has been going on for quite sometime.

Provided below is a link to the Search warrant issued in connection with the SBIA and IVDA raids. It is interesting to note the local press has adopted the stance that the FBI was searching for evidence of local corruption involving Scott Spencer and San Bernardino Mayor Pat Morris instead of a much larger conspiracy. There is plenty of evidence contained within the warrant to support the later. For warrant authorized not only a search of the building housing the SBIA and IVDA offices but "all sheds, outbuildings, containers, and storage units located on the premises and under the control of the the San Bernardino International Airport Authority ("SBIAA") or Inland Valley Development Agency ("IVDA")." The seizing of all data relating to Scott Spencer 'particularly' is interesting considering despite the inference of impropriety committed by Spencer, through the litany of businesses he either established or controlled through operational fronts, did not result in his arrest. Therefore it most certainly appears that the raid rather than an effort to closeout an investigation was instead an a rather public damage control operation.

As of today not a single person named either in the warrant or the media accounts have been arrested. Indeed the warrant is specific in directing the raiding agents to seize all "records, documents, programs, applications or materials related to or evidencing any relationship between Scott and George Spencer, Thomas Harrison, Donald Rogers, Michael Burrows, John "Bill" Ingraham, Phil Luciano, Tiger Enterprises, or Patrick Morris." As stated in a previous post the true nature of the SBIAA project is related to operations and therefore other on going high profile investigations. The allegations of "bribery, extortion, or fraud, including cash..." "airline offering, negotiating or contemplating service at San Bernardino International Airport," are merely smoke screens.
