It would have made sense that Dragna formed a syndicate with Cohen a la City Hall Gang. It would have stopped a lot of bloodshed.

What was different between the time when LA was controlled by the politicians 1910-1940 vs. LA dominated by organized crime 1940-75?

The difference between the two eras was the creation of the myth the common criminal mastermind. The old ward bosses retreated to the shadows while encouraging the public to assign the blame for their misdeeds to the criminal super class.
